A note about service areas:
MARTA is funded by three local taxing districts: the city of Atlanta, Fulton county, and DeKalb county. Any city within Fulton and DeKalb has MARTA service. Any city outside of these two counties does not have MARTA service. The only odd exception is the Airport MARTA station. The airport is located entirely within Clayton county, but also within the city limits of Atlanta. Since Atlanta is a taxing district for MARTA, it has service. Atlanta is actually spread across three counties, but the bulk of it is in Fulton county.
Due to the need for transportation options outside of the MARTA service area, several county-funded systems exist that connect to MARTA, as well as the Xpress bus service provided by GRTA, an organization attempting to improve transportation options in the 13-county nonattainment area around Atlanta designated by the federal government. In addition, two local bus services, BUC and CCTMA, exist within the MARTA service area and connect to MARTA stations with the goal of providing better neighberhood-oriented transportation.
